Has to be turned based. Fargo presented it that way and clearly that's what he prefers himself. The Codex might be needed to curb the tide on this matter, however...

I have no inside information, having unfortunately left inXile before they kicked off Wasteland 2, but I will say that Brian Fargo is commited to an old school game, repeatedlly saying its isometric and turn based. I'm confident that you are going to get the game play, story and depth that made you fall in love with the original.
