Had the same problem, from what I've noticed it doesn't work with debuffs that are added to ability by masteries, only for ones which are a part of ability from the beginning. I was also unsuccessfully trying to make 100% blind chance Anne.

As you can see in description of white heat, it beefs up "ability that does not inflict debuffs", while magic theory beefs up "ability that inflicts debuffs". My theory is that the game puts abilities in one of those categories depending on the base ability, and regardless of how you change that ability, the category itself don't change, so even if you modify it to inflict debuff, it's still treated as being in "ability that does not inflict debuffs" category, and masteries mentioning "ability that inflicts debuffs" will never affect it.

Maybe something got lost during translation, and original makes it clearer that it only applies depending on the basic state of the ability.

Sadly, the game is not consistent with such kind of description. For example, 'frost touch' and 'frost sword' have similar descriptions, but they stack. So, sometimes you will need to put effort and test how the masteries actually work. For some weird reasons, this gives me a pleasant nostalgic feeling.

I think you can reach 100% blind on Anne's attacks with 'Shining Light' or 'Bright Light' mastery sets.

EDIT: Despite Lhynn's mystical YES!, this is NOT true. Albus keeps paying the salary and taking all dialogue. Company Leader is ONLY your avatar in Shooter street.

Upon further consideration of the below - does the company leader pay salaries? Because then there is a mechanical benefits in terms of friendship bonds :P

What does switching company leader do?
Changes which character is your avatar when you're running around in the online area

Also pro-tip: you can never reduce turn delay below 36 on that character's turn no matter how many masteries you have that reduce turn delay. However, if the turn delay reduction occurs off-turn, you can reduce it all the way to 0.

Addendum: I'm pretty sure end-of-turn effects are counted as off-turn but I would have to double check.

Is there anyone you *don't* run one-shot-one-kill on guys?
I didn't like One Shot One Kill on Irene and Albus.

With Lonely Hero, Irene already acts constantly thanks to Forestallment and the action time reducing mastery sets.
With Albus, I couldn't really find enough space to equip it due to how many good class masteries he has.

On the other hand, I never unequipped it from my Black Mage Sion, who doesn't even need Catharsis thanks to the cooldown reduction already built in his sets.

I could see skipping it on Albus and Irene, but on Black Mage Sion it just sounds nuts. Even if there's no targets left you can use the point to conceal or standby.

It may sound strange, but there will be offensive characters for whom 1s1k is not optimal.
You mean a new one?

Battle mages (Irene or Sion) rely on having maximum CMP charges and quickly gaining their turn. 1s1k will drop their CMP charges, and they will their power. Hellgate Anne or Bibi rely on army of zombies, so they don't need 1s1k. Ranger Heixing can get half of his kills during enemy turn, so 1s1k doesn't really benefit him. Spellcasting Giselle does not need to shoot, so she can skip it too. Leton does not need 1s1k, he needs freeze grenades.

Yes, the target that killed you. That is you need to die. But, you gain control over that unit for 3 turns. Sounds like crap, but, you can make it much better. There is a mastery set Hellgate. It applies vindictive spirit in 8 tile radius. So, after dying, you will get an army of zombies instead of a zombie. You can also equip a second heart, so after 'dying' you will be alive. And there is a mastery set Third Heart, which will let you trigger second heart twice. In the late game, you will be able to craft a Death potion, so you can die when you want.

Since missions are predetermined, you know where the enemies will appear. You can simplify some very difficult missions by strategically sacrificing your witch.
