Olaf can be a good jungler. But until you're level 30 and have the runes for it, you shouldn't bother.
Of the ones you're considering:
Kog'Maw is fun, but hampered by the fact that he's a priority target (ranged AD carry) without a reliable escape ability. He needs his entire team to build around protecting him to shine. Other AD carries (Ashe, Vayne, Corki, Tristana in paticular) are safer bets. Vayne is heaps of fun to play btw.
Akali is awesome. I play her a lot and she's perfectly capable of assraping en entire team of lowbies. Basically you want a doran's blade on her to activate her passive and then build all AP. I usually go boots+pots at the start, then dorans blade, hextech revolver, rylais scepter, lich bane, gunbalde. she's s super-fun bursty assassin.
Jarvan is quite fun to play and works well both as a solotop or a jungling hero. You can bujild him both tanky and as a tanky dps style champ. He's a very solid investment if you like winning games. Just be careful with your ult. Bad Jarvans fuck their own teams over with it, eithe rby trapping them with shit that kills them or cutting them off from shit they want to kill.
Panteon... Is kinda underpowered. I wouldn't get him if you intend to play ranked, but he's decent fun for normal games. Man-Drop is satisfying to use.
Lux is like a beginner's version of Morgana. I can't stand her squeaky voice.
LeBlanc is kinda fun. But unless you do awesome with her in the first 10 minutes, she becomes completely useless by the 20-25 minute mark.
