I'm moving east for two reasons:

1) German and french people speak their native language in chat

2) With the mass exodus, east should become more stable

3) Potato generally speak better english

how much does it cost to purchase a full page of runes at level 20?
Ive been saving IP, am level 16 and have about.. 11.5k

eidt: btw i meant a full set of runes. not an extra page xD I guess i worded it wrong. i mean how much does it cost to fill out your whole rune sheet

9x magic pen reds
9x physical dmg reds (for the old akali and the new jax)

9x mana regen/lvl yellows
9x dodge yellows
9x AP/level yellows
9x flat armor yellows

9x attack speed blues
9x mana regen/level blues
9x flat cooldown blues
9x AP/level blues (for morg and soraka)
9x flat AP blues (for akali and jax)
9x MR/level blues

3x armor pen quints
3x flat health quints
3x flat AP quints
1x phys damage quint (for the old akali jungle build)

Thinking about getting some movespeed quints or some scaling MR reds. Maybe build myself a crit page for GP/Trynd. I have 10 rune pages, so plenty of room to experiment.

It doesnt last very long so its not a good hax. What it does is fears and dmgs anyone who comes very close. Also unlike teemo's shrooms you can stack a bunch of JITB in the same area and they will add up. A lot of shaco players like rushing for closest to enemy bush putting dwn a bunch of JITB and then luring enemy players into it where they get feared and raped. Also its a must first skill for jungling shaco.

Which runes do you want? I'd recommend an all round runepage with 9xflat armor (yellow) + 9xflat magic resist (blue) + 9x armor penetration (red) + 9x magic penetration (red) + 3x armor penetration (quint) + 3x magic penetration (quint) as that would allow you to easily fill every role and survive.
Assuming that the numbers in theLeagueCraft champion builder are correct such a runepage would cost 11070 IP.

I'd probably trade the 6 quints for 3x flat health quints. Penetration quints ar eonly really necessary if you're playing ranged carry with a support to heal you up.

Penetration quints are useful for anyone who do decent damage. The problem with health quint is that they don't really scale with as much (armor, magic resistance) but penetration will scale with damage, lifesteal and spellvamp.
Instead of health quints I usually find it superior to spec deep into the defense mastery tree. Also, 3 health quints cost the same as 6 penetration quints. The difference isn't big enough that it shouldn't be up to play style which way you go.

I am not a pro, I only have one semi decent rune page but I think most of them are overrated. The health quints will give you all together about 100 or so extra hp? The games where it comes down to 1 extra hit are not very common, and after you gain few lvls this is very insgnificant. I prefer to spend my ip on new champions to try out, will get some more runes once I run out of champs.

The 100 extra HP allow you to be slightly more aggressive/slightly safer at the early levels, and lets you get away with harrasment you otherwise wouldn't. If you play a passive laner (like, say, soraka) they're less useful.

I am usually pretty aggressive myself but I either harass and barely get hit at all or just get stomped in a lane by much better combo. I understand the concept behind having 100 extra hp I just rarely seen it being a necessity in my games. Even though I play a lot of tanks. The only time I really want few extra hp is when I am jungling but even then its not to bad

To be honest HP/5 regen quints seems to be better for early lane survivalibity, as you can just sit back for few seconds and regen hp a bit without losing much exp and gold. Flat HP are never going to let you do this. Bonus points for rushing early Philo stone on casters, regen is steady and if you play smart/ you are not against lane bully like Rumble or Lee Sin you can generally sit in lane indefinitely.

However I rarely use those quints, as I prefer flat AP on casters, Arpen on melees and raged AD or Movement Speed on pretty much everyone, especially supports. I don't play tanks, so i can't really tell what quints are optimal for them though.

Magic/Armor Penetration/(Red flat), HP(Yellow, per level) and Cooldown reduction (blue flat) are useful for almost every champ so get those first, then you can get some more specialized runes after you've found a champ you like.
For magic champs you can later get Blue Mana Regen per level runes to help you stay in lane without wasting inventory slot on mana regen items, specializing in utility tree helps too.
For most melee dps I'd recommend Yellow Dodge runes to stay alive longer.

(i have to add they may be flukes though.. im still pretty terrible :P )

AP Yi works as a pubstomp hero. Once you reach level 30 and people begin to realize they should attack you AFTER you meditate, he becomes useless.
