I'd buy this argument for new world just because they were inexperienced, but they just got done bungling one of the largest MMO launches ever and learned ... nothing.

Yes, and what I'm saying is they're absolutely retarded. They made the same exact mistake with New World.
Ah okay. I'm just saying this isn't even really bungled... There was a single hour of delays at the start of Pre-load, there was a tiny bit of delay while they sorted out the servers when F2P opened. Outside of Europe's region, there's not many 8 hour queues AFAIK and even in Europe, the biggest queues are on the bigger servers. The ones designated by the community as rallying points for the raiding guilds, and the PVP guilds.
That said, looking at the demographics, New World was supposed to be a success with a western audience. There hasn't EVER been an eastern MMO hit the US with this level of audience in the first weeks. Normally people are warded away by their hesitation to engage with the mechanics of this type of game. BDO doesn't manage more than 100k max, if that, in primetime per region AFAIK. And it's by far the largest eastern MMO with proper eastern mechanics.(IE not FF14.)
So to answer they may have learned their lesson with New World. Which was to not over commit resources to something that might fail.
