What evidence do you have that merging with TTO makes him weaker? Aside from becoming mortal (which is mostly a moot point since he wasn't immortal to any sufficiently strong enemy before, all that has changed is that he has regained his soul) he seems to have gained immeasurable power. Absolute (seemingly) power to raise anyone from the dead at will, maintain his own plane, teleport his allies to safety, etc. He doesn't speak in ALL CAPS for nothing. He gained a ton of power just from merging with a few of his incarnations before the final battle, his full powers from merging with TTO can only be greater still.

He then proceeded to use this power to push the Abyss to the bottom of the Elemental Chaos, thus ending the Blood War with the victory of the Devils (Law). Some question this, though, saying that Asmodeus didn't win the war, but rather ran from it, since the Demons weren't destroyed or enslaved, just "pushed out of the way". Regardless, this explanation only applies to the Forgotten Realms setting; the default 4th edition books are vague as to the Blood War's status, and as a Forgotten Realms deity, Azuth was not present in these.

Now only thing to do is to make demons return led by a new power and assrape Asmodeus by surprise. Who could achieve something like that?

That means that an encounter with TNO and an encounter with a God is going to go the same way - wtfpwn before you knew what happened. But that doesn't mean that TNO is on the same league as the gods or greater demons. The 'all-caps-speak' and list of things he's done: in particular Ignus's description of his mage-power and his letting the demons/devils into Sigil probably puts him a fair way ahead of Lothar - the latter is some pretty epic stuff considering that no-one has managed it, and everyone is constantly trying.
But DnD mythology has a very very high heirarchy above the level of ordinary adventuring. TNO is at the top of the chain of things you'd find in the prime material plane and other common adventuring planes. But there's plenty of things out there that are more powerful, once you start including greater demons and gods. And by being so powerful, TNO would attract more attention - he's much more likely to have Demogorgon or an equivalent personally minding him, making escape a little tricky without outside help,
