One thing that sets it apart from other builders is the best road and traffic system ever, but as other said, it gets pretty boring fast.
Their next game should be a transport tycoon clone with their traffic, i would play it.
Is traffic still too dumb to use all lanes?
You don't need to ask this over and over. The developers made it very clear that the traffic model won't be changed. The issue is that they will not budge on minimum system requirements, so the traffic model is set in stone. Is traffic still too dumb to use all lanes?
This. I wouldn't play it without Steam Workshop access. So is it worth pirating guys?
is worth buying (when on sale) . don't bother pirating because mods are what make the game good.

Mods:
Fine Road Anarchy (Absolutely essential. A toggle that allows roads and highways to be placed anywhere regardless of angle, position and pillars. Opens up a whole new world of interchange design.)
81 Tile Mod (Makes every tile on the map purchasable)
Building Themes (districts can be assigned themes so only a certain style of building can grow)
Network Extension Project (Adds narrow 1 tile wide alleys, 8 lane roads, 6 lane highways, asymmetric roads, Pedestrian paths, bus and bike lanes. Essential, but broken for disaster DLC owners)
Precision Engineering (Broken for those who bought the disaster DLC)
City Vitals Watch (shows vitals on screen like in sim city 4)
Traffic Manager (Super autistic mod that lets you do things like assign turn lanes, time stoplights and modify speed limits)
AD Cooler (Color mod, makes things less yellow.)
Softer Shadows (Significantly improves graphics. Abandoned)
One-Way Train Tracks
Quay Anarchy (Allows Quays to be built anywhere)
Toggle Traffic Lights (redundant if using Traffic Manager)
Profitable Tourism (I set it to 5x. As of now, tourism isn't profitable enough to pay for it's own building maintenance. This just multiplies tax revenue)
Infinite Oil and Ore Redux (makes natural resources undepletable)
No Deathcare (The whole deathcare thing is so stupid and doesn't belong in a city sim.)
Building Styles (requires building style mod):

Frame rate drops below 1 fps at times, GG Unity 3D.
Also, charging €15 for something that used to be part of the base game in more monocled times is all kinds of decline.
edit: and I see that they're asking €13 for Snowfall
This kind of reasoning is a bit unfair. Simcity 4 was a full price game on release, this here was a budget title of $30 (or even much less on greenmangaming for example) on release. Also, all expansions are regularly on sale for cheap, similar to the base game, which still makes this quite an inexpensive game if you don't want it right now. Plus, those people who don't buy the expansions still get free updates. For example, this time, the scenario editor, three in-game radio stations and several tool improvements for modders come for free. There were also other free updates in between expansions (canals, seawalls, decoration clutter, a stadium with events). Also, charging €15 for something that used to be part of the base game in more monocled times is all kinds of decline.

Cities: Skylines - Mass Transit announced!
TOCKHOLM – Feb. 28, 2017 — Paradox Interactive, a publisher of games that play fare, today announced a new expansion coming soon for Cities: Skylines, the award-winning city-builder from Colossal Order. The expansion, titled “Mass Transit,” will bring new forms of transportation to the PC game, allowing mayor-players to offer in-game citizens new ways to get across town by land, sea, and air. With new transit service buildings, mass transit hubs where lines can exchange passengers, new scenarios, new landmarks, and new road types, Mass Transit will provide veteran players of Cities: Skylines with more choices and options to personalize their cities than ever before.
Sick Transit, Glorious Money:
Add a wealth of new transit options to your city, and add wealth to your city’s income! Let your citizens get across town in ferries, blimps, cable cars, and monorails!
Orderly Hub, Bub:
New mass transit hubs can bring all of your services together, letting citizens change rail lines in one building, or hop from the bus onto the ferry, or even find their way through a sprawling monorail-train-metro station.
Become a Roads Scholar:
Explore a set of new challenge scenarios focused on fixing traffic problems and adding new transit systems. New road types, bridges and canals adds variety to your city, and new ways to solve its challenges. Become an expert in traffic flow, and then use that knowledge to improve your personal city!
New Hats for Chirper:
NEW. HATS. FOR CHIRPER. (and also new unique buildings, policies and achievements. But HATS!)
Per usual, the new expansion will arrive together with a free update to the base game upon release. This free update adds mod-inspired features to traffic management, such as an extended public transport budget, emergency vehicle overtaking and more road features. The patch will also include the much-requested ability to name roads.
