I think they did a good job revamping the build system, which kind of works in tandem with the cyberware system now. Both systems were disappointing nothingburgers before, and so disjointed and borked that even mods couldn't fix them, but they're meatier and more well-defined now.

There are solid, meaningful perks to build towards at the tops of the Attribute trees, with clearly defined paths to get to them, plus flavourful side-perks along the way. You can get 2 Attributes to 20, maybe one to 15, one to 9, and one dumped or at 4 (so 2 ultimate perks, plus 1 major Perk, and 1 minor Perk, and a bunch of flavour Perks), you have the option of ONE respec of Attributes, plus you have a generous supply of Perk points to fill in the trees, and the ability to slot and unslot them at will untill you find a playstyle that fits you like a glove.

It's basically a hard choice between sneaky (static or mobile) or active (sprinting, dashing, etc.) playstyles, with either melee, ranged or hacking as your major weapon of choice in each case, plus enough Attributes/Skills to minor in something else to give some flexibility (e.g. one of the various ranged options if your mainly melee, or vice-versa). On the defensive side you're mainly either relying on your twitch skills and actively avoiding damage using Kerenzikov/Sandevistan, OR pumping health/regen OR armor OR mitigation, with (again) the option of "minoring" in another of those (so e.g. you can be mainly a sandevistan user but also invest in some health, or armor, or mitigation).

The cyberware has been extensively revamped and is actually quite cool, well-defined and meaningful now (and as a nice touch, depicted graphically in such a way that you can imagine you're sporting it). There's a fair amount of flexibility and tailoring possible with cyberware, because for example for any given slot type (e.g. Face, Skeleton, etc.), there are different types of cyberware you can slot in, that scale with different Attributes in a way that ties them in with the main Perks in those Attribute trees, which encourages you to min-max properly, while at the same time giving some flexibility if you're prepared to sacrifice a bit of scaling to just utilize the defined trick that bit of cyberware does. (For example, there's a Kiroshi optics model whose main properties scale with Reflexes, another model whose properties scale with Cool, etc., etc., but each also does a trick that's independent of scaling.) Cyberware is also upgradable with resources, so nice if you're an inveterate loot picker-upper.

The "Dash" system (a quick movement in any direction, boostable by Perks/cyberare obvs) is a huge improvement and makes active gameplay feel much more active, as it should be in a game with this kind of theme, while the stealthy style of gameplay focuses more on bringing benefits to staying hidden, staying crouched but moving fast, being behind cover, and doing sneak attacks.

The Tech tree is the tree that's seen the biggest revamp. While the other trees aren't a million miles away from their intent in the earlier version of the system, the Tech tree is now less of a hodge-podge and more integrated with the others and with the cyberware. Crafting is available to everyone, and although there are still a few Perks related to crafting in the Tech tree, the main jewel in the crown for Tech is how one of the main paths improves your cyberware capacity, which makes it a viable choice now if you want to invest more in cyberware.

Smart weapons are also much more meaningful now, and tied to the INT tree, logically enough :)

Weapon modding is much tighter now (which some might find a minus), with Mods giving clear boni+mali.

Alongside all this, the Skills-by-use system works more or less as it used to, with a similar type of progression to what they had before (most importantly, adding those extra Perk points along the way). Although you're mainly going to be defining your character by Attributes and the ultimate Perks those afford at 20 Attribute points, if your playstyle is harmonious, you'll get relevant minor boost from the appropriate Skill progressions, and they jog along quite nicely with use and with skill progression shards dotted around fairly generously. Top tip: although you should mainly progress Skills with a playstyle harmonious with your Attribute/Perk build, I'd say it's worth it for everyone to get at least to Skill 25 in Solo, even if you don't invest in Body much, because you can get your carry capacity up pretty easily by using shotguns for a bit, till you get the +50 carry and +100 carry at Skill levels 10 and 25 respectively, but that's really the only case where it's worth investing a bit in something that's not in line with your main playstyle (if Solo isn't).

Is the expansion worth aggravating my negro fatigue?

I watched the trailer and it's just full of black people. It's bad enough that the base game has that one Wakanda area and the octaroon love interest.

If you had any feeling for the game originally, the expansion and the build system/cyberware revamp are good, a noticeable improvement. If you hated the game before, you'll probably still hate it.

I dunno, it depends on your nose-holding capacity - it's not like you can avoid it in any game ever these days, and as I say, it's either have a threshold or stop playing games. The threshold isn't too bad in this game. The niggerfication isn't aggressively ESG ("Niggers are just better than you in every way Whitey, KYS"); being a game made by Poles, it's more in line with the older, "Hey Whitey, aren't niggers cool?" schtick. There are also tons of East Asians, mestizos, street-shitters and sundry mixed-meat abortions as well, but what the hey, at least it's realistic to the Current Year. :)

I got a car theft job for a car that was passing me by on the street, one of those Tyger Claws special sports cars. I start following it, the guy inside curses me something in Japanese, and shoots at me through the window, speeding away. I chase him, kill him, take the car. Pretty nice random spawn GTA mission and the game didn't jank out once. Then I had to bring the car to the garage and I had a one minute timer. After I failed to get there on time, this didn't fail the mission though, just reduced my reward, supposedly. Nice work.

Also the amount of polish they added, small touches, additional messages, followups on quests, it's innumerable. You have to use an XP reduction mod.

I like how the driving feels in first person especially on a bike like Nazare and love the Badlands desert area around the city, hunting cyberpsychos, doing the Panam quests to get that sniper rifle.
I also like the missions where you infiltrate a place and you're given freedom and in some cases you do some scouting or preparation like when you go to save Saul, or when you go to infiltrate the Arasaka warehouse to sabotage the float that Hanako will be in, or the first Maelstrom deal with the Flathead or the when you to to save Evelyn from the basement of that building/factory/whatever it was or when you go after Hellman in that gas station etc. To me? By far the best parts of the game. Very similar to Far Cry's outpost system. Which also happened to be very popular as well.
But to get to these missions you have to wade through mountains of shit, and walking and talking segments and waiting for characters to get in place and start their animations etc. Oh, plus when you're doing something important or when you have to focus like sneaking behind some guy or taking a turn on your motorcycle at 140 km/h and your fucking phone rings and you have to choose between dialogue options right then and there.
2.0 does some good and does some bad but it's ultimately the same game as it was at launch.
The perk tree is even worse because it has MMO/Borderlands/Diablo design and also becasue you can also put just the right amount of points into basically every weapon type and become proficient with all of them. As a netrunner, after going into int for the necessary perks I still had 34 perks left to go cool/tehnical ability/reflexes and I could get good enough (damage wise) with tech weapons, sniper rifles, pistols, blades, assault rifles, smgs. Very few perks actually increase the damage output of weapons.
Still haven't finished the fucking DLC because it's so boring. The Chimera chase and fight was by far the best part of DLC for me and that's over very fast. Now it's spy stuff to find other spies and shit.
For those that finished this thing: do you get another great boss fight or something? Do you get anything interesting at all? Boss fights, weapons, decks, cyberware etc?

As with many systems in the game, Vehicle combat feels tacked on for the cool factor and is pretty shallow.
I recently encountered one little flash of how it could be cool but it fizzled into nothing.
A car full of Maelstrom specifically targeted me to crash into then fire a few shots before speeding away. I shot back at them, they alerted but kept driving off... nothing came of it and they vanished into the ether.
Shooting out of vehicles is pretty useless, but wait until you unlock weaponized cars. Since they come with armor, they are great for initializing combat, since you'll be able to kill few enemies before having to leave your car.

Even the blind netrunner from the dlc calls them retarded. I know that I shouldn't expect much from people regurgitating "arguments" they see on 4chan but calling them mary sues cause their faction's main gimmick is being good at hacking? Really?

The woke things about the game are the gender/tranny stuff and the forced diversity.

I don't mean having blacks, but the fact that you're forced to play a character who's friends with some big, soon to be dead Mexican, the fact that the plot always leads you to niggertown, the fact that the only straight female love interest is some kind of mullato, or that the expansion pack that's centered around blacks.

It's not as game-ruining as in a non-futuristic setting, but it is annoying. Especially with redditoids shitting themselves over Idris Elba in every review instead of mentioning how linear and pointless the expansion is, or how the only new ending it unlocks is lame and boring. (Yeah, I looked it up.)

I miss the days when we only needed one token black guy in a story instead of an entire faction and an expansion pack.

The game was clearly de-sexed during one of the redevelopment cycles, back in the 2018 demo emphasis was made on V being able to have one night stands etc.

You get to fully design your pubic hair and genitalia but then it's hidden / disabled the entire game. You never see it again without mods. Even the "Sex scenes" which are basically Witcher 3 tier.. you never engage with that content. They sunk a ton of resources and development time into a dead end feature.

I noticed that in Phantom Liberty they went back and actually added more street content / vendors / fake storefronts ect.. Interestingly.. right at the same time that they claimed Last gen consoles are no longer supported..
I've said it before.. I bet almost half this game is sitting on the cutting room floor. I can only imagine how much shit they yanked to hit a date + run this on last gen consoles.

Missed opportunities and development mismanagement.

Also, am I the only one that finds this game extremely short? From your first mission saving that naked woman in a bath tub to your point of no return after the parade.. it's like 2 or 3 hours if you ignore the billions of "COLLECT EVIDENCE CHEST HERE" quests.

I'm pretty sure the Witcher 3 prologue takes longer.
