Modern, urban setting only please. What makes VTMB so great is it showed what a unique and engrossing setting you can have for a game just by exaggerating our modern reality a bit. No need for distant exotic past setting. Give me dingy hotels, back alley porn shops, night clubs and hospitals.

Considering how "in" 90s retro nostalgia stuff is right now they'd be retards not to make use of that. Set it in late 80s/90s New York City. Have a nice contrast between the yuppie Wall Street culture where the Camarilla elites could thrive in their high rise penthouses versus the punk/grunge counter-cultural underside where the likes of the Brujah and Nosferatu would fit right in. Have all the hip modern art stuff for Toreador and so on.

The Brujah aren't warrior-philosophers in the modern nights anymore, they are, at best, idealistic punks who lack the scholarly and intellectual grounding of the previous Brujah. That causes them to not really have any political savvy or influence.

Pretty sure Bloodlines is more popular now that it has ever been, especially if we judge by owner numbers on Steam. If Paradox can temper their expectations and not pour too much money into this thing, it might turn out decent. Wasting too many resources will just force them to casualize it to the point of unrecognizability and it will flop again. Middling developers are showing surprising lack of awareness of who their audience are.
