I'm pretty sure titles in early access have always had the normal restrictions in place, the new refund policy is specifically about pre-orders with "exclusive early access" like recent AAA slop where if you pay ten dollars more you can play the game three days before it launches. Previously Steam wouldn't count the hours played until the standard release date so you could play it as much as you wanted and still refund it before the standard release date since it was still counted as a "pre-order" at the time

They added a name for the scam of charging people 10 bucks to get the game a few days early and fixed a loop hole in their refund policy. When the refund policy is still shit and needs a proper front end to do it in client instead of jumping through hoops like we do now. It's annoying that Steam isn't good, it's just the least bad.

If it's any more complex than right clicking the game name and requesting a refund then the system is subpar. You have to do it in a separate browser not the steam client.

Yes, you have to click a few times and follow a few pages, but the option is not hidden or makes you follow cumbersome procedures. If the refund is within Steam current policies then you get the relevant options (Steam Wallet, refund to card, etc.)

I don't even provide refund reasons but leave it empty. If the game is played not more than 2h they just give money back. Probably automated as well.
