Not really. You can have a lot of abandoned urban areas, instead of a "wasteland" that is "supposed to be empty and barren". In fact, I'd argue that's what makes STALKER more interesting as a ["post-apocalyptic"] setting over a literal wasteland where there is nothing as far as you can see. Exploring abandoned buildings was a lot of fun in the original game for me.
