Yes but how will poor companies make money if they don't create more cool and edgy characters to sell more cosmetic skins? League of Legends did it by releasing dozens of unneeded, anime-inspired champions and people not only but their stuff but they even spend money for the actual heroes.
Or they do it on purpose, keep tinkering with balance for the rest of game's (not necessarily only Overwatch, any of their games) lifecycle to keep interest going. I mean sure thats fun to dick around casually but as serious mode 5v5 is a pretty good number where its not overly spammy and you focusing targets doesnt instantly blow them up.
