I somehow managed to fail at one of those battle permit attacks against an ordinary territory (Uesugi). A seemingly generic event was shown where the enemy thwarted the attack. I think it may have been due to having a higher commander cost than my national power could support, but I have no idea. It certainly wasn't because the unit was hurt, since it was the first time I used it with the generic 1200-troop commander they give you at turn 61.

Unless perhaps it just happened to be one of those auto-fail events that happen after you successfully attack certain territories?

and no, i don't think it's possible to fail with a permit against someone other than the demon army (oh well, Uesugi with their night raids are another exception, but it's got nothing to do with chance).

^this, it's basically the same as when you attack normally (they do a night raid and you lose the strongpoint right away). you have to wait for kensei to put kenshin and nao in prison...
