What cRPG from 2005 and earlier boasts the most superior graphics (art design), intricate scenarios (good-looking and detail), and seamless animations?

Fallout Tactics (2001)

It had a sharper look than Fallout 1-2 and improved resolution and UI, while retaining the same aesthetic. Fallout 3 should have looked like this.

Also, take a look at character models in Guild Wars. We really didn't need more polygons than this.

I prefer 2D than 3D, it looks better. Not that I don't like 3D, but good 2D art is definitely timeless, including 2D animations.

Indeed, Fallout in general, including Fallout 1 from 1996, is exceptional in every aspect, particularly the death animations, which are flawless.

Superior to what? I don't know if English is your first language but it is considered proper to list all objects in a comparison. Doing such allows the reader to focus more on the subject while not having to deduce the writer's intent.

How scenarios can be "good-looking and detailed"? You meant the setting?

Honestly, it is hard to beat the Infinity Engine games (Icewind Dale and Baldur's Gate). 2D doesn't grow old as fast as 3D. Fallout is also great, but I really enjoyed the setting of DnD (the medievalistic society with magic and fantasy races) more than the crude reality of Fallout (despite all my love for how gritty it felt. Visually at least. The writing is another matter entirely), so Fallout takes the second place here.

Just watch that animation when you score a Critical Hit on an enemy.
Or when casting Mirror Image.
Just awesome.
