The thing is, when you see U7, you can get how Zelda might be somewhat close to it. But then you play the SNES port and it's like bad shovelware. They did try to make it like Zelda. Which is ironic, because the dev team of 9 was inspired by Zelda as well :M

Wow, I didn't even know they ported U7 to SNES. I really don't know how that could possibly have worked on the hardware, both from an engine but also a controller perspective.

The japanese ports of older Ultimas just took a shortcut and followed the main elements of the games but adapted them into what looks and feels like an old Dragon Quest of a Final Fantasy. But the port for 7 is just bad.
