From the looks of it Bethesda saw that Denuvo started getting cracked fast and decided to not use it. Probably the only good choice they made in the last ten years. Also wouldn't be surprised if other companies start doing the same thing

Denuvo is most likely not cheap. No way it's just one time payment of 100k or publishers wouldn't remove it.
