Well, it is the first trailer, so it's pretty much guaranteed to be pre-rendered "target" footage
Not if it's releasing Fall 2017. It probably will get downgraded, or at least that trailer was running on the new PS4 pro and not the old model. Rockstar don't do pre-rendered trailers, Grand Theft Auto V was just downgraded over the long gap of its announcement (2011-2013).
