A necromancer focused mage can certainly work in NWN, though it is true there are no spell-DC boosting prestige classes there. However a mage with his casting stat maxed or nearly so and Spell Focus feats has an excellent chance of success with saveable spells in any but the most punishing modules/PWs (not sure where you expect to play this character?). You still have to worry about auto-failing on 1, or perhaps very low rolls generally, and the fact that bosses tend to be immune to most everything but straight damage, but those considerations would be just as much an issue in NWN2. Undead also tend to be immune to most Necromantic spells, but you also get some that specifically target them, like Undeath to Death and Control Undead.

The main issue I would have trying to play a Necromancer is that it does not seem right without some Undead minions, and summons in NWN (necromantic or otherwise) are worse than useless by default outside of low levels, since they drain XP and are far too weak to be of much use against any monsters tough enough you could not just roflstomp them anyway. NWN2 has the same problem though.

Summons are bad, yes, that's why I don't like playing with them in NWN1 or 2 and prefer the other necromantic spells. I've never really played a necro, though, because I'm not particularly fond of the save-or-die mechanics, but I seem to be in the mood for that.

Last time I dealt with undead summons on a more regular basis I was playing a Cleric, and I actually thought they were somewhat more useful than other summons. But Clerics get Animate Dead and Create Undead two levels quicker than Wizards, plus they eventually get Create Greater Undead. For the XP situation, I'm assuming you'd lose some in the long run, though probably not as much as you'd expect, based on the last time we delved into the topic. That's purely academic, though, I get that it's the save-or-die spells you're after.

It's weaker compared to the Underdark part, yeah, though I liked the Planescape feel Chapter 3 had and there are some very memorable moments(freeing Aribeth, the sleeping man, outplaying the Knower so she could give you Meph's name).

Puzzles were entertaining enough, though fuck that retarded catapult segment where it's purely RNG your first time in regards to unfreezing the Knower, unless you use a guide

As for playing an authentic necromancer character in NwN, it's never going to be as viable as a normal wizard build sadly. A wizard/PM would be able to handle most of the modules easily apart from the harder ones I guess by virtue of wizards themselves being a powerful class, but at the end of the day going PM as a wizard is gimping yourself a bit, unless you're going for some melee wizard build, straying further from the whole necromancer aesthetic. Summons are ass, unless they are buffed in the module(from my knowledge only Swordflight buffs a select few summons though), that's probably the biggest problem in roleplaying a necro as already mentioned.

You'd probably have the most satisfying portrayal of a necromancer concept on a PW. It's a far-stretch and a bit of an exotic and heavily situational example, but on the PW I've played your PC could become a vassalich with your very own phylactery and decently powerful skeletal summons and all that jazz if your application is accepted, but it's a pretty involved process checking off the prerequisites for monster templates, though the RP beforehand could be pretty cool if a character comes across opportunities to do said RP. Another option is rolling a vassalich as a fresh character, but there are various OOC requirements for that as well. Most PWs have changed spell lists as well, so there might be one that has more powerful necro spells and/or summons. I've seen some custom spells added that buff your skele summons for example.

Hound Archon is a pretty good summon, can buff him up to the point he scales well even at really high levels, and he lasts 1 hr/lvl (so basically forever)
