Oh, I now remember that MGS3 lifts plenty of plot beats and call backs from MGS1 as well:the scenarios of MGS follows MG2:SS to a fucking T.Kojima is not in the business of making remakes and generally repeating himself. His involvement in this is somewhere below zero

Try to remember the progression of both those sections in the game, then think about my statement above. Imo it actually makes quite some sense.
The Tanker has higher production values - not only it's more visually strinking, but also the level is far more interactable than any other in the game (plus it starts with an awesome cutscene)
This level also assumes the player is already familiar with the gameplay of this series up until this point, so it doesn't waste much time with tutorials and when it does, it's very quick about it
The Tanker is also superior to the Shell in level design, it's less linear, it's areas present more engaging challenges and greater density of items, it has more of those charming little details MGS is know for (including the interactivity as said above) and it's far better paced than the Shell
Finally there's the fact that most promotional material for the game (demo included) features the Tanker first and foremost
The Shell on the other hand is clearly not as good as a PS2 tech demo as the Tanker was - the fixed camera is even not as clear and "cinematic" as in the Tanker
The first 2 hours of the Shell are a reteless procession of cutscennes and codec calls (the latter mostly pestering you with needless tutorials), punctuated by brief gameplay moments that barely present any challenge
The level design is as straightforwardly linear as a game can be, it's only by the bomb defusal mission that the player gets some freedom to explore and the gameplay sections have some meat to them
And honestly imo, Fatman is the highlight of the Shell, after than and up untill Raiden's capture the rest of the Shell is just meh

One of the main themes is about the deceiving nature of games - Raiden is primarly an analogue for the player (hence why his levels a kind of simulation and he's mostly compared negatively to Snake), the plot has a kind of "unreliable narrator" aspect to it (which is why MGS4 story is so retarded, because Kojima didn't intented to continue the plot past MGS2 and wrote it to essentially be the end for the MGS timeline) and perhaps most notably the fact that ever since the first footage of MGS2 came out, the audience was being lied to (Raiden was never once visibly shown and even the few Big Shell and Arsenal Gear segments shown, had Snake in place of Raiden) and that deception carried on untill the game's release (there's also footage of certain game segments that only appear in-game as "lost footage", that during the game's promotion before release were hinted at being playable segments - the most know one being Snake's escape from the sinking Tanker)

But what I primarly meant was
The Tanker is essentially the ideal MGS1 sequel, its everything the fans at the time hoped for and more - the fact that it was the most marketed part of game (including the demo), despite being just the prologue to the actual campaign supports this notion
The opening hours of the Big Shell, are designed to heavily contrast that excellence of the Tanker - it's the basically the worst possible sequel to MGS1
Look if you want to jump into this rabbit hole, it's best you complete the game
Then you can best come up with your interpretation (which ironically is even one of the points of the narrative, as Snakes explains at the end)

It isn't 100% percent confirmed but it seems like the Master Collection including 3 will be arriving on PC along with the other platforms.So the original MGS3 is now truly never going to get a PC port. It's not even easy to emulate because of the use of pressure-sensitive buttons.
