Hitman 3 used to be 60 bucks and is now 70 bucks because it includes everything by default. If you buy Hitman 3 which is rebranded to World of Assassination you now get the base games for 1&2 no extra charge other than the ten extra bucks if you're stupid enough to buy full price. You have all the DLC for 2 so you will get 2's DLC for free. There's no way to buy Hitman 3 standalone unless you get a key or something, unless if I recall right you boot up the free demo of Hitman 3 which will then register the DLC ownership and give you 1&2's levels without Hitman 3 and then will either let you pay for just Hitman 3 (even tho you're paying for just Hitman 3 anyway if it's on sale) or it'll maybe discount your ownership of the levels? I dont know for sure. You can port all your progress by using the progress transfer option in the menu of Hitman 3, and you can bring home all the already owned missions since they're now just part of the package except for the DLC missions from 2 which will be automatically given to you in 3 since steam auto-detects your ownership of levels from 2. I suppose just either buy World of Assassination now, try to download the demo first and see if that registers all the games and gives you a discount or just go on G2Aworld of assassination gets you pretty much everything, i think if you download the free demo or something you can register your copy and get a discount on the hitman 3 levels? but even if not it's not that bad a deal it gets you the new levels, seven but really six as well as the new mode we're all talking about. it's a decent enough deal but since you are paying for just six new maps maybe you want to go even cheaper? depends on how much value you get from these games by replaying levels
So uh... that doesn't really answer my question. Is it it like Hitman 7 (II) where I can just get the legacy DLC free? I don't want to pay for the shit I already have. How do I ONLY pay for the Hitman 8 (III) content WITHOUT paying for the stuff I already own, and can I port all my progress, items, and already owned missions to the updated engine? And how precisely do I do that?

I'm likely not explaining this well, but in actuality it's way simpler for new people. Problem is someone like you who's bought the stuff but hasnt bought this yet might feel he's not getting as good a deal
