Some quick tidbits from Brian Fargo's twitter. First, while it's not a confirmation, Fargo seems positive towards turn-based gaming in response to a question from "Taxonomic":

Taxonomic

@BrianFargo as a fan of wasteland, and someone disappointed with the lack of turn based crpgs, I'd like to see a proper #wasteland2.

Brian Fargo
@Taxonomic Here here... Nothing beats the tactics of a good ole turn based party game.

Looks like Fargo is having fun with the idea, so far:

It's been a blast to only work on Wasteland this weekend. Writing docs, doing research, talking to writers, listening to music.

...and confirmation of a full box, docs and map version:

It looks like a few of you have figured out one of the tier awards. The $50 tier gets full box, docs and maps the way games used to be.

I'm sorry, but just take my $50 already ! I hope there is no limit on that tier. Been dying to get a proper boxed set that does not cost 100$ and include a bust of the character.

Is really worth to call it Wasteland 2, with all the EA strings attached? Why not just do the same the guys did when creating the original Fallout, and create a new post-apocalyptic setting...

The guys who did the original Fallout wanted to do a Wasteland sequel/follow-up as well.

Is it worth it? Yes. It makes the odds of this succeeding much larger.

Double Fine only needed to say we are gonna do a old-school point & click adventure, they didn't need to say "Day of the Tentacle 2" and bend knee to Lucasarts. The whole point of crowsourcing projects like this is getting rid of publishers to be able to do old-school games without interference. What's the point in crowsourcing a EA project?

It's not an EA project, InXile owns the full rights to Wasteland, lock, stock and crate.
