The only thing I find communist about Ervart is the rhetoric he uses. It suits his position (as the union boss), because it grants him a great deal of power (both political and actual). Other than that he's a pure mob boss (he's not below ordering a hit or blackmail an officer of the law). His "militia" is exactly that: a gang running the district. It recruits from workers, because that's where his power base lies, but you see Measurehead work for him as well.
