That's the base frequency for DDR4 3200MHz. DDR memory operates on the rising and falling edges of the clock signal, effectively doubling the clock rate.

Because DDR4 is using double data rate. It's 1599MHz on chip, 3198 MHz effective.

Larian really can't into balancing.
