An additional reason why games run worse now is DX12
I've noticed over the years, that the even numbered DirectXs are the worst ones. The odd numbered are the good ones

The people that can develop engines aren't working at game companies, there isn't money in it for them.
Why would skilled programmers work in game dev, crunch near deadline and risk to be fired when the game flops if they can earn more $ in IT, fintech or military and enjoy benefits/social security instead of risks?
John Carmack code is pretty clever and well written and he had huge impact on development of 3d graphics. Judging from his 'manifesto' concerning Facebook 3d headsets development, he had not found working there all that fulfilling.

Of course I'm not suggesting that he should apply for a job at Obsidian.

That was 30 years (a generation) ago, he was a young nerd working with other nerds.
