With a forum with so many users, it's still beneficial to know who the potential-problem posters are even if they never do anything (as opposed to being completely out of touch and even that happens).

I asked how is it beneficial, since you can't do anything with that knowledge until they actually act like a problem-poster, unless you go reddit/twitter and preemptively block them. If there's no apparent benefit, it sounds like this is about staff memeberts keeping shitlord lists out of curiosity.

I think all extremists who support violent ideologies should be on a list of "potential-problem posters" but not banned unless they break rules.

Petty moralism, no better than a slaver decrying those who advocated abolitionism through violent means in lack of the possibility for peaceful reform. Lumping radical ideologies together and portraying yourself as respectably neutral vis-a-vis the former, when in fact you'll be a fascist bootlicker in order to preserve your privileges if the day comes when the status quo cannot hold in your country.

I hope the site doesn't end up being all about hating some obscure third world country.

There are many sites you can go to where you won't encounter that sort of speech because it's banned. Maybe that would be more your speed, Mr. Tolerant.

There definitely shouldn't be a list of users with actionable intel on them. And Codex should minimize the amount of data that could possibly be passed to law enforcement, within legal limits of course.
