f you want feeding to matter, then you need to revise the rules so that feeding happens less often (so as to be less frustrating) and is more important when it does happen.
This is kind of what V5 did. Now you don't automatically spend Blood Points on activating certain Disciplines. In fact, you no longer have a Blood Pool. You have a Hunger level, and activating those Disciplines that used to burn Blood Points now merely risks incrasing your Hunger. Higher hunger leads to a gamut of RP consequences, some of which might lend themselves well to a CRPG adaptation (think of differences between high/low Humanity score in Bloodlines as an adequate example). Mechanical consequences often lead to a frenzy, or the need to drain your next feeding victim dry.

There was a kickstarter indie ttrpg in 2013 that did the same thing. I wonder if there was any influence?

You could also provide different rewards for playing a vegetarian vampire who only drinks canned blood versus drinking live blood

This could become a new toreador history - "Louie". A vampire who can only drink from rats or bloodbags.
