Pretty much this.
While I am still having some fun with the political gimmicky minigame, and it is good to see some C&C (even though they come down to forks - e.g. gaining Allies A for a quest while losing Allies B) the combat became horrendous afair. It can be challenging, but always in unfun way. As you progress through the game the enemies become stat sponges with bloated HP. For example my 8th level chars have around 500 - 900 HP. The enemies on the same level though can have 1200-2400 hp and hit like a truck. So the challenges lies in outgunning them by spamming same attacks. This was present in DA 1 - but it is a lot worse here. The best of MMO design in a single player game. Blegh.
Add to that terrible AI of your party members, who tend to wander off everywhere, but not where they are needed and you have a recipe for disaster. In DA1 I would simply turn off AI and babysit battles myself, but the blasted controls just won't let me.
And that abysmal camera. Ugh. Someone had the bright idea to limit it maximal panning distance to hight of the ceiling instead of, I don't know, making ceiling invisible and letting player zoom out so that he has the complete overview. With dungeons being cramped like hell, this makes impossible for me to see more than 2 chars in overhead view - I have to constantly tinker with camera, which often readjusts itself in semi-random way. Of course the maximal camera distance on overland maps is much, much too short as well.
I am certain that the game was playtested to see if tactical gameplay is challenging and generally doable. But no one bothered to check if this was fun.
