The way you phrase it makes it sound like a negative. The actual fact is that the CK has lipsyncing now. That's great news, I don't know why you are complaining about it.SF didn't even release lip-syncing in its CK, meaning modders can not create mods with lip-synced dialogue. Many resort to putting helmets on the heads of NPCs as a workaround. They had to patch that in. Keep in mind that manual lip-syncing has been in every single one of their games since Oblivion.
Starfield's engine is a different one from their old games. And it's the same engine they're going to use for Elder Scrolls 6. So we can assume for that game that the CK will have lipsyncing on launch, it just took them a while to make the new tech.
