Battle for Wesnoth

This may lean more towards being a strategy game rather than a true rpg, BUT all units gain exp (and levels) in this game, and you take your units produced in one scenario into the next one which does feel like a continous campaign. Plus the first campaign "Heir to the Throne" is geared towards beginner players AND is also one of the more enjoyable and also longer ones... so you can jump right in into the game (just make sure to choose the easiest difficulty level)

The Exile/Avernum series does this pretty well, I think, albeit separately across each of its games. In the first game you go from basically being a burden on your new society to becoming one of its most capable members, while at the same time not arbitrarily flipping into 'There's no problem you can't solve now because you're so swole lol' territory.
