Because it's just about impossible to make worse or equal combat.

Only ways I can think of to reconcile the two is
1: Scavenger world with "lost" technology
2: Some kind of culture clash. Either Arcanum's magic being overtaken by technology, or a Meiji era type thing where a less advanced people suddenly have to adopt new stuff.
3: Time travel or otherwise having different eras (like Requiem had)

He's making two separate games (or rather concept arts for two separate games) that are being developed by two different teams (mythological one in Poland, 1920+ somewhere else).
