As in-that underused type of sci fi that focuses on artificial life, mutation, genetic alteration, etc. Unless you wanna count Panzer Dragoon Saga I wasn't able to find many rpgs that fit the description, so do you have any to recommend?

By the way I know about Biomutant, I'm asking are there any out right now.

Geneforge.
The game revolves around "Shapers", who have the ability to create and alter life, to create beasts, or directly edit their own genetic code. You can play as a Shaper.

SHIN MEGAMI TENSEI series.
Combat and party creation revolves around demon fusion, a process where you combine demons to produce more powerful demons and alter their abilities.

Well, geneforge series is one possibility. Although that hasn't got anything to do with 'punk'.

These games: http://www.hardcoregaming101.net/last-armageddon/
Though from what i understand the gameplay is abyssal.

In the geneforge fashion there are several pokemon variants on the consoles focusing on recombining combat pets, but unlike geneforge it's very rare for the theme of alteration to be important as more than the background. One borderline is SMT III which i'd be surprised if you didn't know about.
