It's a catch-all "I've been a really naughty person" perk, and also the one that was originally planned to be a perk that does give skill points. I think it should remain as such, and the other perks are more subtle in their effects. Criminal was envisioned as a raw exchange of more power for significant penalties to character interactions.
Would not really mind, it just seems a bit askew to have so many other perks for origins and only one for low karma.
Generally speaking you otherwise start off like the Chosen One or Vault Dweller, you just haven't had time to change your karma and rep.
Fair enough. Just so's I get things clear, the background traits lend themselves only to flavour, or are certain skills given a +/-? e.g. Arroyo- Bonus to Survival/Throwing, Penalties to Science//Repair?

Also, will you put these background choices under traits, or are they a separate department altogether?

Arroyo isn't a tribal village at this point anymore. Vault 13 dwellers also moved there after the Chosen One destroyed the Poseidon Oil Rig and brought back the GECK. It's a prospering, developed community now. The Arroyo background is basically just that you decided to go along with the latest caravan to New Canaan, and see the wonders of the world like the Chosen One had. Then you wake up at Tibbets.

I don't see a point in +/- to skills. The player's own character creation already defines that aspect of the character.

The background choice is for the moment envisioned as a perk granted during the introduction sequence at Tibbets.

I think you'll pick them not during character creation but during in-game intro.

In a way Prisoner 13 has an adventure that goes even beyond the epic journey of the Chosen One or Vault Dweller. Courier might be a bit more of a match.

Backgrounds are cool, but this sounds like it's going to be a lot of work and you're basically ensuring the mod will never be finished.

The workload is minimal. The primary challenge is mainly for yours truly to get the work buzz, which the latest scheme in my psychiatric rehab might really help with.

Small update
The transition is going a bit faster than I expected. I've already started moving content from Fallout 2 into FOnline engine.
But, I've noticed some Perks and Traits seem to be unimplemented or hardcoded. I'm talking with developers to determine if they can be handled with scripts. If not, I want to implement them!

The PC is a newb so I'd say Desert Ranger is automatically out. FotA could be doable, I just feel we should try to stick more around the Utah-Colorado-Arizona stretch.

In case of Caesar's, my opinion is that we should treat New Vegas as 100% canon and fit everything accordingly. The Legion only appears as a scouting element at Fort Abandon, since Van Buren takes place before the Battle of Hoover Dam.

That reminds me. Don't overdo with loot, Fallout 2 offers way too much in this regard, money was non issue. Only issue was that trunk of your car was overloaded all the time and merchants didn't have enough money...

My opinion is that overdoing it is better than underdoing it, but I'm not the guy handling gameplay just main plot and other forms of writing.

But what about people with OCD hauling all these crappy smg's out of casinos? What about people who took every single flamer from Military Base, emptied them, upgraded them in Algernon's basement and then went back to get all that fuel and upgrade it too?
