I might buy this game after all. However don't get high hopes on anyone making great mods. If this is like the Oblivion TESCS making mods with dialog and testing them requires a huge amount of patience and time and also a lot of computer RAM to have both the game and the editor in running at the same time.

Sure it can. First, fix SPECIAL so it works just like it did in Fallout. Then put in some really good quests.

If the codex ever lift a finger to fix special and add interesting quests there would be less of FO3 to make fun of. Codex mods probably would stay obscure and mostly anonymous even within the fallout 3 player base, since I don't think the joys of high level c&c and walls of text is terribly rampant in the Beth fans.

This game doesn't need mods, but a total conversion.

They have Vaults, dogmeat, FEV, GECK, "You are SPECIAL" book, VATS, Enclave and BoS- truly they're Fallout masterminds.

Sorry, no mods from me. I'm too busy rewriting Harry Potter. I don't like children's fantasy, turning it into dystopian Sci Fi. It's so awesome that I'll be able to read something more to my tastes in 3-4 years time, makes it well worth the purchase.
