I started getting those events when I was playing some time ago. Admittedly some triggered pretty late into the game, but they were there.
So unless they broke it again, it should work.

Yeah, it is an alright city, but like the entire game it opens up way too early so you end up exploring everything, leading to you being too high leveled for half the game...
