He came up to them and was threatening. That's the requirement for Arizona's disorderly conduct law.

A. A person commits disorderly conduct if, with intent to disturb the peace or quiet of a neighborhood, family or person, or with knowledge of doing so, such person:

1. Engages in fighting, violent or seriously disruptive behavior; or

2. Makes unreasonable noise; or

3. Uses abusive or offensive language or gestures to any person present in a manner likely to provoke immediate physical retaliation by such person; or

4. Makes any protracted commotion, utterance or display with the intent to prevent the transaction of the business of a lawful meeting, gathering or procession; or

5. Refuses to obey a lawful order to disperse issued to maintain public safety in dangerous proximity to a fire, a hazard or any other emergency; or

6. Recklessly handles, displays or discharges a deadly weapon or dangerous instrument.

B. Disorderly conduct under subsection A, paragraph 6 is a class 6 felony. Disorderly conduct under subsection A, paragraph 1, 2, 3, 4 or 5 is a class 1 misdemeanor.

Different state, different laws. The homeless basically have free run of NY because of the literally billions of dollars now that's spent on them that gets funneled into all sorts of people's pockets.

On May 25, 2021, Amy Cooper sued Franklin Templeton for wrongful termination.[38][39] She claimed the firing had violated several anti-discrimination and defamation laws. Amy Cooper's lawsuit characterized Christian Cooper as "a birdwatcher with a history of aggressively confronting dog owners in Central Park who walked their dogs without a leash. It was Christian Cooper's practice and intent to cause dog owners to be fearful for their safety and the safety of their dogs..."[40] Franklin Templeton said "We believe ... the company responded appropriately. Speech is free until you get in someone's sights. Then they will use every law they can to screw with you. If they can get you, they will. And even if they can't, the process *is* the punishment. They will try to ruin your life over what you've said. Even if you "win" in the end, it won't make up for the time, the friends, the job, the relationships you've lost while the State and other weaponized institutions have had their boot on your neck.

Depends on how well the dog is behaved. Some people actually train their dogs.
The video ends with Christian telling her "thank you," the moment she leashes the dog.
She had a leash, she just let him off for a minute to let him run around. The lady was alone in a park. She probably figured no one was around to care.

She didn't expect some black guy to be hiding in the bushes nearby - which, I guess is a mistake in itself.

That case was both people being dumb and were wrong. The black guy was trying to scare and intimidate her into doing what he wanted, but she also played it up and acted hysterical and lied to the cops.
Did she lie? She threatens him by telling him she will tell the cops he's threatening her life, but I don't remember her actually doing it. I think it was just to try and get him to leave. She just says he's threatening her and her dog, which he was, albeit cryptically.

Christian Cooper wrote, “I pull out the dog treats I carry for just for such intransigence. Some black guy come up while she's alone in the park, makes some kind of ambiguous threat and then tries to lure her dog away from her.

As to her hysteria, remember that this was during the George Floyd lunacy and some black guy is ambushing her and now videoing her. Her life is basically over at that point and she knows it.

This sort of thing breeds copycats as well. There was a similar incident last year with a black man who chased down a white woman and started filming her, threatening to tell everyone she was a racist as some kind of prank. She starts freaking out and crying because being accused of being a racist in this oh-so-free country of ours can lose you everything. That's what incidents like this prove.

Regardless of what you think of either of these people, her being fired, publicly humiliated and threatened with jail time are all far in excess of what a normal society should punish someone with in an incident that ultimately resulted in no damages to either party.
